WIPAP was incorporated in June of 1992 as a non-profit charitable organization.

The Board of Directors are made up of tradespersons in the construction profession. They are aware of the absence of the blacks of West Indian descent on major construction sites and industry. Thus signaled the need to examine the existence of systemic and institutional barriers mitigated against our black youth/ women of West Indian African descent. It is the belief of the Board of Directors that black youth/ women of West Indian African descent are denied training/ employment opportunities due to systemic discrimination regarding the skilled trades and employment in general.

The objectives are to affiliate with existing groups presently working with the respective Boards of Education to assist qualifying students to pursue studies at the post secondary level in technical and trade related professions and occupations.

The goals are to establish, provide, promote, operate, maintain, assist or support institutions with the view of achieving the objects aforesaid and to co-operate with other organizations whether incorporated or unincorporated which have objects similar in whole or in part to the objects of the corporation.
